DESCRIPTION OF THE ORGANISATION

The HLPC is a health policy advocacy  organisation working with a  network of health law and policy
experts - scientists, social scientists, medical practitioners, economists, legal practitioners, and public
health experts working in and involved in the health care policy sector. The HLPC exist to facilitate a rights-
based policy formulation, implementation and monitoring in Zimbabwe’s public health system. The HLPC
seeks to work for the meaningful enjoyment of the right to health care (including reproductive health). 

HLPC MISSION

To improve health related laws and policies through research and capacity building of policy makers,
judiciary, prosecution, communities, key populations and health care professionals.

A health law and policy literate citizenry that effectively engages with national policy processes.

HLPC STRUCTURE

a.  Registered as Non for Profit Trust in Zimbabwe
b.  Board of Directors appointed by the Trustees on a 3 year term basis 
c.  Secretariat  (small to manage Research and Training Projects )
d.  Reference Pool of Experts working as volunteers in health law and policy research and
     training content.


GOAL:

To build a community of  advocates, policy makers and  health policy experts working towards promoting
positive health outcomes, rights based policy processes and the right to health.


OBJECTIVES:

The HLPC focuses on four main objectives:

•  To promote universal health coverage and health rights in  policy processes through research
    and scholarship
•  To cultivate community participation in policy processes, and advocacy through capacity building
    towards resource monitoring, human rights promotion and ensuring good governance in the
    health system.
•  Promote and protect the right to health care (including reproductive health services) and
    fundamental freedoms in laws and policies impacting on access to health services for sex workers,
     LGBTIQ, drug users, prisoners, women and girls.
•  Protect human rights and fundamental freedoms in the management, governance, service
    delivery, financing and policy making processes of the health system.
