Transforming Health Policy Through Justice and Advocacy

Founded in 2015, the Health Law and Policy Consortium (HLPC) is a non-profit advocacy organization committed to advancing health rights and reforming healthcare systems in Zimbabwe. We bring together a network of experts—scientists, social scientists, medical practitioners, economists, legal practitioners, and public health specialists—united by a vision of a fair and inclusive healthcare system. We champion policies that protect the most vulnerable, amplify marginalized voices, and strengthen citizen participation in health governance. From policy advocacy and research to community education and legal support, HLPC is dedicated to shaping a future where every individual enjoys the full right to health, including reproductive health.

Our Core Principles

HLPC advances health rights through research, advocacy, and community empowerment, shaping inclusive, rights-based healthcare systems.

To improve health-related laws and policies through research and by building the capacity of policymakers, judiciary, communities, key populations, and healthcare professionals.

A health-literate citizenry empowered to actively and effectively engage in national health policy processes.

To create a strong community of advocates, policymakers, and health policy experts committed to advancing positive health outcomes and rights-based healthcare systems.

The HLPC focuses on four main objectives:

  • To promote universal health coverage and health rights in policy processes through research and scholarship
  • To cultivate community participation in policy processes and advocacy through capacity building towards resource monitoring, human rights promotion and ensuring good governance in the health system.
  • Promote and protect the right to health care (including reproductive health services) and fundamental freedoms in laws and policies impacting access to health services for sex workers, LGBTIQ, drug users, prisoners, women and girls.
  • Protect human rights and fundamental freedoms in the management, governance, service delivery, financing and policy-making processes of the health system
